Aerobic septic installation Norman: the City's lot rules and the DEQ permit steps

Aerobic septic installation Norman is for a new house or a replacement system on a Norman lot without City sewer. Norman’s own rules sit on top of the Department of Environmental Quality rules. A mailing address that says Norman does not prove city limits.

Oklahoma Aerobic Guide is a directory of Department of Environmental Quality certified-installer rows with an aerobic spray flag. It does not install systems, and it does not publish a price. How we check the list explains the roster method.

Use this page for a lot you have confirmed is inside Norman city limits and is not already on City sewer. Call Norman Public Works before you treat a postal city as the city limit.

The statewide roster for the job is aerobic septic installation across Oklahoma. Published state fees, which are not an installer price, are on what an aerobic system costs. This page does not copy those pages.

What the City of Norman's code says

City of Norman Code, Chapter 19, Subdivision Regulations (Supp. No. 169), Sec. 19-508(B), says:

“Individual sewage systems, when allowed, shall be approved by the Public Works Department and Department of Environmental Quality. In the instance where individual sewage disposal is proposed by means of septic tank and filter fields, each lot, block or tract shall contain at least two (2) acres, unless contained in an approved planned unit development (PUD) or conveyed by a single deed prior to June 29, 1973 and have a suitable location for such treatment system evidenced by one (1) or more soil profile tests, the number of such tests for each lot to be determined by the Public Works Department and the Department of Environmental Quality. Said soil profile tests shall be performed by a registered professional engineer or a registered professional sanitarian and shall not be approved by the Public Works Department unless the results of said soil profile test meet the minimum requirements of the Department of Environmental Quality regulations currently in effect.”

The two-acre sentence is written for septic tank and filter fields. Ask Public Works how it applies to an aerobic spray system on your lot.

When City sewer gets close

Sec. 19-508(D) says the rules in that section apply regardless of zoning, and then:

“at such time as City sewer service becomes available and is installed within five hundred (500) feet of the tract of land involved, the owner of said tract shall discontinue the private system and connect to the City sewer line as required by chapter 21 of this Code.”

Ask Public Works whether sewer is planned near the lot before you pay for a new system. This page does not describe what Chapter 21 adds. The code points there. Public Works can say what it means for the address.

Creeks and the Water Quality Protection Zone

Sec. 19-411 is titled “Water Quality Protection Zone design standards.” It sits in the subdivision regulations. These are platting rules. Ask the City how they apply to an existing lot.

Sec. 19-411(G) sets these uses back from the top of the bank of any stream or waterbody:

Drainfields
Drainfields from onsite sewage disposal and treatment systems (the code’s words: “i.e., septic systems”): 200 feet.
Raised systems
Raised septic systems and raised mound septic systems: 500 feet.

Sec. 19-411(H) says a development that contains a Water Quality Protection Zone “shall not be designed to contain within that zone any permanent structures or portions of septic systems,” except structural controls or other enhancing design features that further the ordinance. That is a design rule for a development. It is not a sentence this page applies to an aerobic spray system on an existing lot. Ask Public Works.

The DEQ steps for an aerobic install

The Department of Environmental Quality On-Site Sewage Treatment page, read October 22, 2026, sets three steps before a system is placed into operation. Norman’s code still requires Public Works approval on top of these steps.

Step 1. The 581. The Report for On-Site Sewage, commonly called the 581, sets the allowed system types. A soil profile test digs a minimum of three holes or pits in the dispersal area. The page says soil profile tests may only be conducted by DEQ or DEQ-certified soil profilers. Design Only may only be used for aerobic with spray irrigation or lagoon systems. Those designs are based on Group 5 soil, which the page calls the highest clay content.

Step 2. Authorization to Construct. Before installing a new system or modifying an existing one, an Authorization to Construct must be purchased and issued by DEQ. DEQ reviews the 581 before it issues that authorization.

Step 3. Final inspection. A new installation must be inspected and approved by DEQ, or installed, self-inspected, and approved by a certified installer, before the system may be placed into operation. The final inspection is documented on DEQ Form 641-576. A certified installer must submit that form to DEQ within 15 days of completion.

The same page says: “Effective November 1, 2025, individuals not certified through DEQ may only install one (1) on-site sewage treatment system per calendar year.”

OAC 252:641-1-3(d) says: “Plats recorded before January 1, 1974, are not subject to minimum lot size requirements but systems installed in those platted areas must meet the construction requirements of this Chapter.” The lot-size table is Appendix A, Figure 3. That figure is an image in the rules PDF. This page quotes no numbers from it.

An aerobic treatment unit is the tank that adds air so bacteria can break down household wastewater. The separate guide is what an aerobic treatment unit is. This page does not repeat it.

After it is installed

The DEQ fact sheet “Residential Aerobic Treatment Systems” (March 2025) says: “If you have a new aerobic system, DEQ rules require the contractor that installed your system to maintain your system for the first two years. This maintenance cost is included in the cost of the system installation.”

The rule quoted in that fact sheet, OAC 252:641-10-3(A), says the installer maintains the aerobic treatment system for two years after installation “at no additional cost to the owner.”

What those visits write down is on what the two-year maintenance visits record. This page does not repeat that list.

Companies with a Norman mailing address

A recount of this directory’s home page and companies hub on October 22, 2026 found 136 certified-installer cards. Central Oklahoma mailing cities account for 36 of them. The Norman mailing city is 1 card: 405 Plumbing, 405-818-0091. The fact card was last checked 2026-10-06. This recount did not open a new Department of Environmental Quality roster download.

The installation tag is on 130 of the 136 cards. The repair tag and the maintenance tag are on all 136. Those tags are site defaults. They do not show that 405 Plumbing installs aerobic systems in Norman. Ask whether they install aerobic systems in Norman, and whether they cover your address. Quick answers

Does a Norman mailing address mean these City rules apply?

No. This page is for a new house or a replacement system on a lot inside Norman city limits that is not on City sewer. A mailing address that says Norman does not prove those limits. Call Norman Public Works at 225 N Webster Ave, Norman, OK 73069, (405) 366-5453, and ask them to confirm the lot.

Does the two-acre sentence apply to an aerobic spray system?

The two-acre sentence is written for septic tank and filter fields. Sec. 19-508(B) says that, where individual sewage disposal is proposed by means of septic tank and filter fields, each lot, block or tract shall contain at least two acres, unless contained in an approved planned unit development (PUD) or conveyed by a single deed prior to June 29, 1973. Ask Public Works how that sentence applies to an aerobic spray system on your lot.

Does the Norman roster record mean the company installs aerobic systems in Norman?

No. A recount of this directory's home page and companies hub on October 22, 2026 found 136 certified-installer cards, 36 with a Central Oklahoma mailing city, and 1 with a Norman mailing city: 405 Plumbing, 405-818-0091. The installation tag is on 130 of 136 cards, so it is a site default. Ask whether they install aerobic systems in Norman.
